Stephen D. Knight - Partner, Smith Pachter McWhorter PLC Law Firm

An expert in contracting, Mr. Knight has several publications to his name and is an Adjunct Professor, George Washington University, National Law Center. In his legal practice, he provides counseling and litigation in all aspects of government contracts, with special emphasis on claims and disputes, government contract cost accounting, cost allowability, Cost Accounting Standards, defective pricing, government audits, contract compliance, and procurement fraud.

He got his BA degree with honors from the University of Virginia and his J.D. from the University of Virginia Law School. He’s admitted to practice at the Commonwealth of Virginia, District of Columbia, United States Court of Appeals for the Federal Circuit United States Court of Appeals for the Fourth Circuit, and United States District Court for the Eastern District of Virginia.



David A. Kriegman - President, Jacobs Technology

As President of TechTeam Government Solutions, Inc. (TTGSI), Mr. Kriegman led a successful government services business that grew 46 percent in 2007 and received numerous contract awards in 2008. Mr. Kriegman later became the President of Jacobs Technology, a subsidiary of Jacobs Eningeering, which acquired TTGSI.  He was former president of Command Federal, a provider of next generation networking services. Prior to that, he was with SRA International for 23 years and held various senior leadership positions in the company, including senior vice president and director of SRA's Defense Sector, and deputy director of SRA's Software Development Group, responsible for software practitioners and software processes. In his last role with SRA, Mr. Kriegman served as executive vice president and chief operating officer with profit and loss responsibility for all operations of SRA's $1 billion business. During his tenure in that role where he oversaw all of SRA's businesses, projects, and contracts with government and industry clients, SRA achieved average annual revenue growth of 20 percent.

He is active in industry associations including the Information Technology Association of America (ITAA) and the Professional Services Council (PSC), where he has served on their Board of Directors and Executive Committee. Past president of the Washington, D.C. Institute of Electrical and Electronics Engineers (IEEE) Computer Chapter and past director of the IEEE National Capital Area Council.



Russ Webster - President, Cardno Emerging Markets USA, Ltd.

Mr. Webster has over 28 years of professional international development experience in more than 40 countries worldwide. Prior to his appointment as President, he worked as a project director, technical advisor, consulting expert and technical area manager on projects supporting good governance and public sector reform. He is a skilled team leader, trainer and facilitator.

As Managing Director of the Governance & Public Sector Development Unit, Mr. Webster’s vision was to strengthen good governance in the developing world. He headed up a team that offered a depth and breadth of expertise in public administration, infrastructure, land policy, local economic development, fiscal and procurement management, transparency and accountability. Mr. Webster has a demonstrated track record of developing public sector policies and building institutional capacity to serve the needs of citizens in a timely and efficient manner. Before joining Cardno Emerging Markets USA, Russ was a senior manager on DAI’s home office team where he oversaw a portfolio of 15 USAID projects in 11 countries totaling more than $170 million.

His education includes an MPA from Michigan State University and a BA in Philosophy from Albion College, Michigan. Russ speaks English, German and Bengali.
